"The entire acquisition process is a team sport. At the JPEO-CBD, we are streamlining our business processes in order to provide the joint force the equipment it needs to succeed in any environment."
Mr. Douglas W. Bryce was designated our Joint Program Executive Officer for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND)
on October 22, 2015. As the JPEO-CBD, he has materiel acquisition decision authority for the services on chemical and biological defense equipment. He provides acquisition management and professional leadership on complex issues related to joint service chemical and biological defense acquisition programs. He plans, directs, manages, coordinates the
JPEO-CBRND’s mission and is responsible for the development, acquisition, distribution, and deployment of highly specialized and dynamic joint chemical and biological defense devices, as well as medical diagnostic systems, drugs, and vaccines. With 20 years of Active Duty service in the United State Marine Corps (Semper Fi!), Mr. Bryce reminds all we serve the Warfighter first.
"Our priorities are the Warfighter and the people developing capabilities that protect them and our nation. The joint force cannot afford to be surprised with a novel CBRN threat, and the JPEO-CBD is determined to maintain our technological edge."
Mr. Daniel J. McCormick is our Deputy Joint Program Executive Officer for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) for Operations and Modernization. In this role, he leverages a solid background and experience in the Chemical and Biological Defense Program to help ensure our programs are synchronized, prioritized, and balanced to effectively integrate technologies in support of delivering chemical, biological, radiological and nuclear defense capabilities to the Warfighter and nation. Mr. McCormick’s work experience includes more than 28 years of service as an Army officer and over 20 years of acquisition experience. He knows how to build and lead acquisition teams to succeed, no matter what obstacles must be overcome to meet the Warfighter’s needs.
"The Army, DoD CBD Program, and JPEO-CBD represent the nation's premier capability against biological threats. Our medical defense programs protect the Warfighter, countering threats such as Ebola and H1N1 during crisis response missions."
Dr. Roos is our Deputy Joint Program Executive Officer for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). In this role, he participates in all aspects of planning, directing, managing, coordinating, reporting and evaluating JPEO-CBRND programs for defense against chemical, biological, radiological and nuclear (CBRND) threats. Dr. Roos degrees include a Bachelor of Science Degree in Chemistry from the College of the Holy Cross (1996) and a PhD in Biochemistry, Cellular and Molecular Biology from the Johns Hopkins University (JHU) School of Medicine (2002). His substantial science and technology background ensures this organization remains relevant and accurate with all our procurement actions.
"Our world-class scientists, engineers, and acquisition workforce remain vigilant in pursuing state-of-the-art capabilities that ensure tomorrow’s service members and nation are ready to meet and overcome all future threats."
Mr. Gordon Graham is our Chief of Staff. In this role, he provides a solid background in acquisition, budgets, program management, and directorate staff management. Gordon has capitalized on his expertise working across functional areas to build consensus and ensure that the JPEO-CBRND programs have the resources required to support the delivery of chemical, biological, radiological and nuclear defense capabilities to the Warfighter and nation. His work experience includes 29 years combined acquisition and program management experience between active duty and federal service; with 15 years in direct support of this program. Gordon keeps this program up and running by motivating and leading a team of professionals.
Protecting our nation at home and abroad, keeping our citizens and our joint service members (Active, Reserves and National Guard) safe from chemical and biological hazards, the Joint Project Management Office for Nuclear, Biological and Chemical Contamination Avoidance (JPM NBC CA) delivers the products and services necessary to deter, detect and analyze real dangers in a chemical or biological threat environment. The JPM NBC CA provides for research, development, testing, acquisition, fielding and training of chemical and biological sensors, and integrated reconnaissance systems to our Joint Forces coordinating our efforts with timely acquisition services and life-cycle support.
Additionally, the JPM NBC CA develops obscuration capabilities for the Army. Leveraging technology, we are also developing newer, lighter, more modular chemical and biological defense systems that incorporate the latest scientific and technological advancements and equip the Warfighter with superior chemical and biological equipment to address threat countermeasures. Our partners within the Department of Defense, our dedicated military and civilian acquisition professionals, as well as a decisively responsive industrial base stand trained, confident and ready to meet and exceed our mission requirements.

The Joint Project Manager Information Systems (JPM IS) provides enterprise warning and reporting, hazard prediction and decision support capabilities for the collection, analysis and dissemination of Chemical, Biological, Radiological and Nuclear Defense (CBRND) information. The JPM IS capabilities help shape the battlespace by providing awareness of CBRND threats via integrated early warning, the DoD accredited hazard prediction models, and consequence management, course-of-action analysis, and decision support tools.
JPM IS is comprised of CBRND Information System (CBRN-IS), Global Biosurveillance Portal (GBSP), Joint Effects Model (JEM), Joint Warning and Reporting Network (JWARN), and JPEO-CBD Software Support Activity (SSA).
Today, JPM IS is uniquely suited to provide Joint Service CBRND capabilities based on our experience in modeling and simulation and systems integration, and leveraging our membership in the Navy’s PEO C4ISR and our close working relationship with the Space and Naval Warfare Systems Command (SPAWAR).
Warning and Reporting
The Joint Project Manager for Protection (JPM P) provides the Department of Defense and other customers, such as the Department of Homeland Security and Federal Bureau of Investigation, with the protection required to effectively conduct active combat, consequence management, and homeland defense operations in CBRND environments. JPM P develops, fields, and sustains CBRND protection and hazard mitigation capabilities for the nation. In addition, JPM P is the Major Defense Acquisition Program (MDAP) CBRND Survivability Trail Boss. The MDAP Trail Boss facilitates the research, development, testing, procurement, operations and sustainment, and delivery of CBRND survivability and force protection systems in support of all programs designated as CBRND mission critical and those requiring CBRND capabilities.
