The Chemical and Biological Defense (CBD) Non-Standard Equipment Review Panel (NSERP)

The Chemical and Biological Defense (CBD) Non-Standard Equipment Review Panel (NSERP) reviews applications to use commercial equipment. The CBD NSERP applies to all incident management/consequence management (IM/CM) material subject to purchase by any DoD components for consequence management purposes. The panel possesses review and authorization authority where DoD or national Chemical and Biological Defense Equipment (CBDE) standards do not exist and DoD has specific concerns. The CBD NSERP process applies to DoD civilians and military using non-standard chemical, biological, radiological, and nuclear (CBRN) equipment in a first responder or IM/CM role, both on military installations and in support to civil authorities.

Purpose of the NSERP

To ensure only safe, effective and reliable CBD equipment is procured and used by DoD organizations. When DoD or national standards do not exist, prior to purchase or use of civilian CBD equipment, the CBD NSERP must be consulted.
